The paper presents a problem of rudder deflection velocity normalisation considering steering gear power reduction as well as safety of ship. It has been assumed that the following safety conditions should be fulfilled: during manoeuvre dimensionless angular velocity of hull should obtain the value of 0.2 after distance equal to hull length after distance equal to 1.5 of length of hull, transversal displacement should be equal to 3B, where B denotes hull breadth. Examples of numerical computations for a Mariner type ship and conclusions are given
